The H&K Group Family of Companies are committed to preserving our environment and conserving natural resources.  By recycling construction materials, we reduce the disposal of usable products into landfills, where space is limited.  Our recycling facilities operate under Pennsylvania Department of Environmental Protection (PADEP) guidelines and we strive to be good neighbors in the communities that we serve. 

Our Reclamation Fill locations accept soil, dirt, and other materials deemed to be reclamation fill by the PADEP.  Our asphalt plants accept asphalt millings and broken asphalt chunks that are then recycled into new asphalt products.  Some of our quarries accept concrete and block which can be recycled into road base material.

These are just a few of the ways we show our concern and interest in preserving our environment and being a proactive participant in improving the communities in which we both live and serve.

The H&K Group has multiple locations that accept reclamation fill material.  Reclamation fill tipping is an activity that is heavily regulated by the PADEP.  Reclamation fill can be any of the following: uncontaminated soil rock, stone, used asphalt, unpainted brick, and block and concrete.  For complete reclamation fill requirements please visit

The H&K Group is committed to being a leader in environmental compliance.  To assist you in our acceptance of your “reclamation fill” materials, we offer in-house compliance services by professionals well versed in navigating the current regulatory labyrinth.  The H&K Group can provide guidance with analytical testing, regulatory documentation, transportation and disposal needs.  Whether you have a home project requiring disposal of 5 cubic yards or a commercial development with 50,000 cubic yards, our services will keep your project on schedule and within budget.

Volumes of materials exceeding 3,000 cubic yards from a single source must undergo laboratory analysis per the methodologies referenced in the PA DEP Reclamation Fill Technical Guidance 563-2000-301, and pre-approved by the Facility and Department of Environmental Protection – Bureau of Mining and Reclamation – Pottsville District Mining Office before importation of the first load.  Small Sources (<3,000 yards) must be reviewed and self-certified by the facility of their agents prior to import. Materials deemed to not meet the Reclamation Fill criteria will may rejected or required to provide Environmental Due Diligence up to and including testing to be considered. The receiving facility has the right to reject any materials for any reason or no reason whatsoever, with or without cause.  


The H&K Group in partnership with Bellmawr Waterfront Development, LLC (BWD) has recently attained approval from the New Jersey Department of Environmental Protection (NJDEP) to permanently close and cap three existing landfills under the state’s Voluntary Cleanup Program. 

As the acting Site Contractor for this project, we are now accepting soils at three adjoining Bellmawr area landfills in an effort to reclaim, cap and eventually redevelop these sites. Because of the sites’ existing condition, imported soils are being accepted, as long as they meet the following criteria:

  • All materials must be tested and approved prior to delivery.  Approval times generally require 3-5 days once a complete application is received.
  • If soils are coming from a remediation site, the remediation site must be in a state remediation program and proper soil separation and/or Soil Cleanup Criteria attainment must be demonstrated.
  • Soil materials meeting New Jersey Residential Soil Cleanup Criteria Standards (NJRSCCS) can be approved if all criteria are met. 
  • Soil materials that are above NJRSCCS, but below New Jersey Non-Residential Soil Cleanup Standards, are subject to conditional case-by-case approval.

Along with the above mentioned requirements, BWD also requires all customers to have a completed and approved credit application, before material is deposited.
