I-95 Corridor Improvements

PennDOT is making significant progress on its long-term, multi-phase initiative to rebuild and improve more than 40 miles of Interstate 95 in Pennsylvania.

I-95 Project Overview

A number of transportation improvement projects are currently under construction along Pennsylvania's I-95 corridor. These projects are grouped into Sectors A, B, C, and D.

PennDOT has four active projects in Sector A, two active projects in Sector B, three active projects and three design projects in Sector C, and one design project in Sector D.

BSR-BRI Project Overview

Located in Sector A, this project will rebuild and improve Interstate 95 near the Bridge Street and Betsy Ross Bridge interchanges in Philadelphia. Construction is now underway on Sections BS2 and BR3.

Section BR3 includes reconstruction and widening of the northbound lanes of I-95 from Wheatsheaf Lane to just north of Margaret Street. BR3 construction began in May 2025.

I-95 / BR3 Project Details

  • Widen and reconstruct northbound I-95 from three to four travel lanes, from the northern limit of the structure over Wheatsheaf Lane to just north of Margaret Street.
  • Realign Pearce Street to connect to Orthodox Street.
  • Replace the I-95 northbound bridge over Frankford Creek.
  • Remove the I-95 northbound low-level structure from the Betsy Ross Interchange to Orthodox Street and replace it with engineered fill.
  • Remove the northbound collector-distributor low-level structure from the Betsy Ross Bridge to Orthodox Street.
  • Replace the I-95 northbound bridge over Orthodox Street and Pearce Street, and the I-95 northbound bridge over Margaret Street.
  • Rehabilitate the Ramp G bridge carrying Aramingo Avenue traffic to I-95 north.
  • Rehabilitate the Ramp H bridge carrying Betsy Ross Bridge traffic to I-95 north over Juniata Street and Almond Street.
  • Remove the existing Ramp Y bridge and replace it with fill.
  • Remove the existing Ramp J bridge over Orthodox Street and Pearce Street.
  • Replace numerous retaining walls.
  • Construct approximately 1,000 feet of ground-mounted noise barriers and 3,000 feet of structure-mounted noise barriers along northbound I-95.

BR3 Construction Update: Summer 2026

I-95 Northbound Reconstruction at Betsy Ross Bridge Interchange

June 29, 2026 — Stage 1 reconstruction and widening of northbound Interstate 95 at the Betsy Ross Bridge Interchange continues this summer. Construction crews are removing the old northbound pavement, including three through lanes and two auxiliary lanes that collected traffic entering and exiting I-95 from Aramingo Avenue and the Betsy Ross Bridge.

Installation of the project's new stormwater drainage system is also underway as part of the ongoing excavation. A number of box sewers, part of the BR3 drainage system, will be placed in the right-of-way on the west side of I-95 within the project area.

The northbound half of the Frankford Creek bridge has been demolished and is being rebuilt along with the I-95 northbound bridges over Lefevre Street and Orthodox/Pearce streets.

The work is being performed under PennDOT's $355.3 million Section BR3 project to reconstruct, widen, and improve northbound I-95 between Wheatsheaf Lane and Margaret Street in Northeast Philadelphia.

Section BR3 work is being coordinated with Section BS2 reconstruction immediately to the north. Section AF3 work immediately to the south will also be coordinated as it ramps up over the coming months.

Section BR3, the third of five contract sections to reconstruct and improve I-95 at the Betsy Ross Bridge Interchange, continues PennDOT's long-term commitment to rebuilding and improving aging I-95 infrastructure in Pennsylvania.

In addition to replacing the northbound Frankford Creek bridge and reconstructing and widening northbound I-95 from three lanes to four between the Wheatsheaf Lane underpass and just north of Margaret Street, Section BR3 will replace northbound bridges over Margaret Street, Lefevre Street, and Orthodox Street/Pearce streets. Pearce Street will be realigned to connect to Orthodox Street on the east side of I-95.

Two ramps will be rehabilitated, two ramps will be replaced with at-grade fill, and new northbound sound barrier walls will also be erected.

The southbound side of I-95 at the interchange will be completed under the Section BR4 contract, tentatively scheduled to begin construction in 2029 or 2030.

PennDOT completed Sections BR0 in 2017 and BR2 in 2023. Those projects reconstructed numerous ramps and bridges at the interchange and completed ground-level and utility work.
